On a phone. Tap the downloaded file. It opens in your phone's calendar (Calendar on an iPhone, Google Calendar on Android), where you can add the entries.
Google Calendar on a computer. Google imports calendar files on a computer only, not in its phone app. Open Google Calendar's settings, use Import, and choose this file. Google's import steps
Outlook. Double-click the file to open Outlook's import screen, or import it from Outlook's calendar. Microsoft's import steps
